Salvador paints his famous melting Teletubbies

No matter how hard you try, sometimes the system just leaves you flabbergasted.
Throbbing with civic duty we set off this morning for the National Identity Office to change Esther's address details so that she can vote in April.
Voting is compulsory in Peru.
As is usual with everything in here we had to make a deposit at the bank as a prelude to buying the relevant form to fill in. We dutifully went to the bank only to be told that if Esther wanted to change her details she had to do it by December last year.
So she now can't vote in Cusco because you have to vote in a designated local polling station.
If she does vote it has to be in Lima.
The price of a return ticket to Lima - about $250.
The fine for not voting - about $40.
Maths v. Democracy - no contest.
